             The City of Silay is situated northwest of the Province of Negros Occidental.  It is strategically located near Bacolod City.  The city is 14.4 km away from the Provincial Capitol.    Silay evolved from being an Old Spanish settlement created in 1780.  Several families from Iloilo who migrated to Silay gave vigor to the place making it an important commercial and agriculture settlement during the Spanish era.  It was also during this period that the cultivation of sugarcane was  introduced by the Frenchman which made the town more prosperous.  Silay became a chartered city on June 12, 1957 through House Bill 6096, Silay then was composed of 14 barangays.  The creation of two more barrangays in 1985 brought the total number of barangays in Silay to 16.

             Silay City, known as the Paris of Negros, the lap of virgin forests, the city of 300 water falls, the site of the last stand of the Japanese Imperial Army in the Philippines, the seat of art, culture and ecotourism in Region VI, and, where the new airport of international standards lies, occupies the central portion of the Province of Negros Occidental.
